This is by far the most difficult time trial in the entire game, but I'm sure you've already come to the same conclusion. It would seem that racing with other racers (the "Island Tour" challenge) should be more difficult, however, I'm sure you didn't have any problems with them falling behind. You will need to be very careful throughout the race, especially since you will also be dealing with heavy traffic. Unfortunately, this means trouble. You will have to deal with a lot of police cars because sooner or later you will start making mistakes. I would recommend allowing the harassment to reach the third level. As soon as this happens, slow down so that the police catch you. I strongly recommend that you have at least $100,000 in your bank account so that you can pay for all tickets.
Running away from the police is a bad thing, mainly because you will have to spend a lot of time trying to avoid police cars and roadblocks. As a result, it's better to lose a few seconds and a few thousand dollars than to crash into something every 15-30 seconds. It's going to be a VERY long race, but I'm sure it's not surprising to you. I decided to show only the most difficult sections of the time trial, including jumps, sharp turns and hairpins. You should also know that one hour is a long time to finish this race. If you don't make too many mistakes, you can get to the finish line in 45-50 minutes.
I would recommend a Ferrari Enzo for this test, rather than faster cars, mainly because you will need a car with more grip, especially at higher speeds. Also, don't worry about the first part of the race (20 minutes). You will move quite slowly here, but you will be able to accelerate very soon. The second part will require you to deal with very long straight roads, so you will travel along them at maximum speed.
3/32 - 1.3 km (#1) - You should be approaching the lighthouse area. There are several difficult fast turns here, as well as several jumps. You have to be very careful. Avoid hitting civilian vehicles and other objects, especially some of the nearby pillars.
5/32 - 2.7 km (# 2) - Here you will have to turn sharply left. You've probably been driving at high speeds, so you'll have to apply the brakes earlier than usual.
